Governor Debate...how come no OTA broadcast?

How can the only live TV debate for the NY State Governor be only on News 12?
Am I the only one smelling a rat here?
Shouldn't OTA viewers (as well as Fios and Satellite) have a right to see a debate for a public office? ???

It wasn't just News 12 - NY1 aired it live as well, from what I recall.

But in terms of why OTA stations weren't airing the debate: One could trace this way back to the first wave of broadcast deregulation under Reagan in the '80's, and continuing on to the 1996 Telecommunications Act. Prior to those days, network programming was preempted for debates such as this.
