Grand Portage allocations

How the heck is a 102.7 in Grand Portage going to target Thunder Bay with a college station on the same frequency? The more I look at this, 92.7 seems to be the best frequency. It looks like the 102.7 signal would have to be at least slightly directional away from Canada, so a community-oriented station intensly focused on northern Minisota looks likely if that station gets on the air.
 
I guess you're right, but I thought that kind of move usually only happened with LP fm stations? Did anyone get those allocations? I do know that 96.9 was awarded to an operator, but what about 102.7 or 92.7? I guess it does go both ways, why the heck are they allocating a clas A right on top of a full C in this area? In this case, the radio dial isn't empty at all. That station could easily move if they need to, but CBU-FM has nowhere to go, and there is no room for any more new stations.
 
Wow, this board must be really dead if this thread is still on the first page and was started before this site's migration to new forum software. I was thinking about these stations the other day, and was wondering what became of them. Admittedly I didn't look that hard, but didn't find anything about their existance when I looked yesterday. I had asked the name of the operator that was awarded 92.7 and 102.7 which was moved to 98.1 after the auction, but that post appears to have been deleted, and I can't seem to find the auction results online. If I remember right though, it sounded like it would be an ethnic operator. I remember the name of the entity that got 96.9 as Rezenants Media Group, though not sure I spelled that correctly. Can anyone help me find that information as well as the status of these stations?
