"Green Card" in English on an Hispanic station?

When I was scanning the FM a couple of weeks ago. 102.5 the WYYZ Jasper Ga translator had an "announcement" in very serious tone that the words "green card" were the first words I heard. They were mentioned "green card" several times within the couple of minutes I listened. I don't speak Spanish but I do know that verde is Spanish for green. I figure it has something to do with the US government.

Is this a Lawyer advertising or is it one of those announcements that the US government is making telling all the folks with questionable documentation to leave the county and "maybe" we will let you back in.
