Group delay transmitter tuning

Hello all,

Anyone here ever tune an fm transmitter by using a 9.5 kHz sine wave? From what I have read you simply turn off the pilot and null any modulation on the 19 kHz measurement. Is the harmonic affected by the slope of the 15 kHz low pass filter? I always like to tune for the resonance side which normally equals very good noise measurements.
