Gutter spots in the apple???

It has been a few years since I have been back to NYC..and I was curious. The larger chains (Cumulas, etc.) down here on the gulf coast have started airing some really sleeeezy spots as early as 6pm.
The other day I heard a spot for a "vibrating condom ring" at 6:00pm.....when it was not that long ago that topless bars were not accepted as advertisers.

Has this "anything for a buck" mentality also become part of the top couple of markets?
