Neither system carried CTV at all or any American stations. St. Pamphile could have picked up WAGM, as it's in the same direction as Bon Accord, which is only around 105-110 miles as the crow flies.
 
According to the distance calculator I used, St-Pamphile to Bon Accord was 106 mi as the crow flies, but 233 by road! Interestingly enough, WAGM's Bangor sister WABI was carried on cable in the Beauce region, with some also adding WMTW as well.
