Hall communications

I was chatting with a friend of mine from Hall Communications and said something that struck me weird. All the stations in the Burlington cluster are modulating over 120%. Listening to OKO, KOOL, IZN and the BUZZ they do sound the loudest on the radio dial? Last time I checked that was against the law, the FCC law.
I also understand that Hall was fined once before for this very thing? Guess they didn't learn there lesson?
 
As a former Triple X co-worker once said: "The Buzz is too high-end. Listening to it gives me a headache."

Ironically, they have a full-time engineer in-house.
