Hard Date for AM Nighttime HD to Begin?

The answer at this point is "no" -- to the best of my knowledge the new rules have not yet been printed in the Federal Register. When that printing happens, the 30-day clock is started for the new rules to take effect.

When they dropped the Morse requirement for amateur radio it took 7-10 days for the new rules to be printed.
 
I thought they would have been printed in the Federal Register by now, based on the March date. If they figure the late May release, I can see that it will be awhile. So, will it be sometime in July? Best guess?

Basically what they did in March was say they were going to enact rules. They didn't actually enact rules until the end of May. The Federal Register had nothing to print until the May release.

After the unusual long delay between the March and May releases, I'm no longer willing to speculate on this subject!

(but if forced, I'd concur with your "sometime in July" estimate)
 
Under Section VIII of the R&O, Ordering Clauses:

131. IT IS FURTHER ORDERED that the rules contained herein SHALL BE EFFECTIVE 30 days after publication of the Report and Order and Further Notice of Proposed Rulemaking in the Federal Register, except for the rules that contain information collection requirements subject to the Paperwork Reduction Act, which shall become effective immediately upon announcement in the Federal Register of OMB approval.
 
I'm still waiting for the rules to be published in the Federal Register and still, nothing after a month! I wonder what's taking so long. We'll keep waiting.

Maybe, the FCC is having second-thoughts.
 
It has nothing to do with the FCC. It has to do with the Federal Register publishing the rules but they don't take effect until 30 days afterward. I'm just surprised it's taking this long. I thought it would be a few days.
