iHeart must be holding on to WPOP for use as a dummy
load for other of their stations to use for test purposes.
Or, more likely, for the same reason hundreds of similar AMs are still on the air: to "clear" a certain market (in this case Hartford) for talk shows. Advertisers pay for reach rather than ratings. It's better to have 100 Hartford-area people listening to some third-tier right-wing talk host on WPOP than to have zero listening because show isn't carried locally. Michael Savage was carried in Hartford on WPOP rather than WTIC before he left radio.

WPOP doesn't have enough power to clear Hartford. What reach does it have.

It comes in OK as far south as Berlin at night, from personal commuting experience. The signal is still there and readable in Meriden, but others are mixing with it.

Back when they had Yankees games I would lose the signal over sunset ridge in East Hartford.
