Has AM IBOC ground to a stop?

Not to start another thread but it sure seems its lost all forward progress. It appears the only movement is with CC, Citadel, CBS, etc., those with a financial interest in Ibiquity. I got a postcard the other day telling me to act now or the license fee is going up another $5,000 and will soon go to $25,000. The best way to get IBOC going is for them to pay us! ;)
 
And CBS can't seem to keep the iboc running on WSCR 670. or they are stuck in an endless upgrade loop.
Once inna while they have it on, but less and less as time goes by.
WGN, WBBM, and WSCR are all within 5 miles of each other, at 670, 720, and 780 respectively, and I'm wondering if
there is an image intermod problem, where 720 causes images of 780's upper HD sideband image to screw with 670's lower HD sideband.
And so forth.....
Anyway, I can see where only one or the other of 670 and 780 can run HD, as long as 720 is there to intermod.
Anyone else see this possibility for trouble? And maybe that's why WBBM gets to run iboc, while WSCR is keeping it off.

I regularly hear an intermod image of WGN 720 on AM 920 while on the way to work, as AM 820 creates an image 100 khz removed.

Guesses, opinions? Why else would CBS favor one signal in HD?
Nothing particularly noteworthy about the tower real estate one vs the others....
Can't think what might cause any more trouble for a ND 670 vs ND 780. Maybe an older tower/radial system on old WMAQ?
