Has Anyone Ever Built a De-emphisis box?

It's a simple RC circuit with the time constant of 75 us (T=R*C). So if you take 0.1 uF capacitor, you'd need 750 Ohm resistor. If you are connecting it to a high impedance input, it can be just that. If not, you need to buffer it with something (ie. op-amp as a voltage follower).

Goran is correct but you must drive the circuit from a low impedance source.
If the circuit is on the 600 ohm balanced transmit end, put an RC network on each side of the balanced line, cut the resistor values in half and double the value of the capacitors.
