Has anyone heard this station on 454kHz?

Being that someone asked about Long Wave DXing a while ago, there's been a transmitter broadcasting a pulsing-like sound on 454kHz. I have heard it recently, here in Northern IL I only receive the groundwave signal at night. I did locate something on the web about it here: http://www.its.bldrdoc.gov/pub/ntia-rpt/tpr/2008/tpr-08.pdf see Low and Medium Frequency Propagation Modeling, pages 46-47.

Does anyone have any idea of what kind of power the station is transmitting with? According to the report, the station is part of a study on propagation ...your tax dollars @ work! ...isn't LW primarily a groundwave signal?
 
Noticing that no one has answered this post, I realized upon checking for the signal on 454kHz last night, it was barely audible in the AM mode on my receiver, but when I switched on the BFO (Beat Frequency Oscillator), the station is more audible that way. Tell us if any of you hear it and approximately where you are located (also, check for the Navtex transmissions on 518 kHz that another poster has commented on)
