I have talked to a number of people who KOIT is only doing sets of 22 minutes even though they still occasionally mention it on the air. Doesn't this violate the truth in advertising law?

check out the 10am hour 26 minutes ... most hours seem to come up short. 27 - 29 minutes...

Well KOIT has to bow down to Advertisers one way or another during these minutes. But look at 1010 WINS or the old 980 KFWB they had billboards on the 5 and the 210 freeway in the 1980's and 1990's that said "You Give us 22 Minutes we Give you the World" At least within that 20 minute cycle 5-7 minutes is dedicated to commercials.

That's a little different - KFWB and WINS were saying that they would tell you everything important that was going on in the world if you would listen for 22 minutes...there was no promise of it being commercial free.
Implicit in KOIT's "Guaranteed 30 minute Music Set" slogan is that it's a half-hour of uninterrupted music (except for brief bumpers and station ID).
If you think about it though, even KOIT's main slogan "Light Rock, Less Talk" is probably no longer true. With all the CC stations voice-tracking everything and slipping in nothing but a single 10 second DJ comment every 4 songs - KOIT probably has MORE talk by comparison, these days.
