Has the FCC issued 2 CP’s for the same channel?

If you look at the FCC site:

There appears to be 2 CP’s for 830 in North Georgia: Clayton and Suwannee / Atlanta. IIRC 830 Atlanta was originally to have a COL of Sandy Springs and has been “on hold’ for some time. I thought it had expired but it shows up in the search. How long can a CP be kept after transferred, and extended, and whatever else hardship wise the commission will allow before somebody actually has to put it on the air? If both were built, wouldn’t Clayton have to be directional too?
 
The 830 App for Suwannee has been around for a while. My guess is; its a mix up in CDBS. (This one in particular seems to show up every now and then, and then go away. This is an Application, the former CP for WFGM appears to be gone. I thought it had another few months before it expired, but I may be wrong.

The Art Sutton App makes no mention of protecting any 830 facility near Atlanta.
