Has WALR 104.1 Moved Closer to Atlanta?

Looking at the FCC data for WALR, it appears this station will still have an Atlanta rimshot signal after the move, although it will have an improved metro 60dBu signal. It appears the tower is moving approximately 15 - 20 miles East / North-East of its current class C0 site with a COL change from Greenville to Palmetto and a class downgrade from a C0 to a C1. I'm not sure what station(s), if any, are preventing a tower move to downtown, or near downown, Atlanta.
