I'm betting Syndex blacked out quite a bit of the programming on some cable systems. I don't think people in Hays could watch Roseanne and Home Improvement on KMBC, just KAKE.
Cool that Wakeeney and Quinter had WGN on the correct channel number, and Hays and other cable systems had WTBS on the correct channel number as well...
And FOX was still missing from several cable systems, including Phillipsburg (population 2,500). Foxnet just went to air around that time so maybe some systems took that later.

I wonder if there were still a handful of pre-emptions at this time. I'm also surprised at the complete lack of Kansas City's then-FOX affiliate KSHB from any cable system covered by the Hays Daily News, especially since WDAF and/or KMBC were carried on a few systems.
