HD power and analog power question

I have a question about HD Radio power meter and analog, on the carrier-to-noise ratio is that the power of the analog signal itself or the power of the HD signal? When I have my HDRadio hooked up the carrier-to-noise ratio is in the HD power is about between 60-63db for San antonio stations, which is about 60 miles from here, with my outdoor antenna hooked up. The HD Signal goes out about 55db, so does that mean my analog signal is only comming in at 55db?
