Is the power limit for HD signals still 10% of the analog coverage?
I'm noticing that I'm having trouble with analog signals from stations that I used to not have trouble with using my rooftop antennna on multiple tuners.
For example WRFY in Reading, PA Adult Hits "Y102"
I was thinking about this and being in Bensalem, is it possible that the side bands of WIOQ splatter and WMGK lower splatter could make WRFY be more troublesome to get?

Depending on the class of station, you could go all the way to -20 db. Not all stations have chosen to. Usually that happens during a scheduled transmitter replacement.
 
In areas with a crowded band, like the Northeast, the biggest limitation of HD Radio coverage is adjacent channel interference. It wipes out the station's HD sidebands far sooner than its main analog signal. A major-market FM signal may start experiencing HD dropouts as little as 15 miles away from the tower, but the analog signal can easily cover 50+ miles.
