HD radio and production

Your situation may be similar to mine, Production Director for a 4 station ensemble. Also handling production for our 4 internet streams. As HD radio grows we could actually add 2 more stations for each FM and 1 for our AM, making 7 additional stations. Maybe internet streams for those too. I doubt that we will add many live bodies for these additional stations, especially at the beginning when few receivers and few listeners exist. My questions, how will we as Production Directors handle the additional load? Where does the usual heavy load cross the line and become an impossible load? What's our approach to management in seeking budget money for additional people? Interesting topic open to all ideas and discussion points.
