HD Radio Ethnic Programming Pioneer

One Caribbean Radio has been on WSKQ 97.9 HD2, broadcasting from studios in Brooklyn for over a year. They apparently lease time to Caribbean radio programmers, similar to WVIP 93.5. They are the only local ethnic station trying to make a go on HD. There is also Hum Desi radio, with its Indian programming on Kiss FM's HD2. But they are part of a small network, rather than local.
As One Caribbean radio has been on HD2 for quite a while (along with the usual online stream), perhaps this is an indication that HD radio may be viable for some ethnic programming.
The station is promoting on air and on their website Teac HD table radios they are selling for $50. I have one, and it appears to be quite well made. It has the usual iPod dock. A very decent deal.
BTW, One Caribbean Radio carries CNN Radio News at the top of the hour.

Yes, it has been my thought ever since I first heard an HD-x. It is most definately viable as an alternative delivery system for the retention of licenses under the definition of "serving the public" while still doing what you want on the main channel.

It is being under-utilized because there is no return on investment and takes away from the ears of the main channel

If they would barter/broker the HD-x's, the sky's the limit.

Unless there are legal restrictions to prevent them from doing so.

Spanish Broadcasting System is apparently leasing WSKQ 97.9 HD2 to One Caribbean Radio. Emmis is evidently leasing WRKS HD2 to Hum Desi radio. So it seems a fair bet there are few restrictions on the arrangements that can be made for an HD2/HD3 subchannel.
I would like for some of these channels to be leased out to local community groups or colleges. The programming would most likely be more interesting than what is on many of them now. And the station owner could point to this as one way they are serving the public interest.
