HD Radio Question

Does anybody know if its possible to have HD-4, HD-5 etc. ? and why does the fcc require for the hd signal to be at a max of 1,000 watts? i just don't get that
 
I dont believe you can get more than 3 HDs out of the stream (maybe going lower rate in mono might but WHY??)
The digital is 1% of the analog so to keep on channel noise down...otherwise the noise floor of the analog would be higher and would cause MORE issues than they have now..
remember HD = Hybrid Digital in Radio...NOT Hi Def!
