Heard Spanish on 103.1 in FTL...where's it coming from?

Yes...I heard it back in March, strongest signal seems to be in Eastern Plantation/West FTL. Fades out totally by the time you cross from Dania Beach into Hollywood. Irritates me because the Buzz is one of the best stations in South Florida and it's hard to pick up anyhow.

Silly pirates...if you're going to break the law, put your station on a second adjacent channel to a semi-local

Or, better yet, if you only want to cover a small area like that, do it the legal way and put up a couple of AM P15 transmitters on unused frequencies. They're hard to find in South Florida, I know, but they do exist.
