Heard WHTG in Connecticut tonight

Weak but clear under WPOP on my car radio in Wallingford, Connecticut, playing "What Becomes of the Brokenhearted" around 9:20 p.m. According to radio-locator, they should only be running 126 watts at night. Are they known to cheat or "forget" to drop the power regularly?
