If you can get WCIU 26.3 for MeTV & 26.4 for MeToo, (or WWME-LD 23.1 for MeTV & WMEU-CD 48.1 for MeToo), then you should be able to get MeTV & MeToo. I don't know what channels they're on for those with cable TV. DirecTV only carries MeTV from WWME-LD 23.1 on channel 23, while MeToo isn't available on DirecTV. Otherwise, I can't help on that.
 
When I had IVI Internet TV for $5 a month. I got all the local Stations in New York, Chicago, Seattle and Los Angeles. I got 4 ME's, one MeToo, WCIU, the "U", and "U 2". Chicago TV seems to be the best TV market!
