What market could have another station running with a decent power level? This means B1 or B for zones where only B stations are allowed and anything above a C2 for everywhere else. I can think of 2,
95.3 in Spokane. You'd have to move KPND, but it looks like there are a number of frequencies they can move to, 94.1, 98.5, 100.3, 100.5, 100.7, 103.5, or 107.5, nothing around for miles on any of those frequencies. I think the only concern I would have is for 103.5 being shortspaced to KWHT.
Next, Portland OR, 102.7 fm. This one would require a lot more shuffling, but I think this could work. KKCW to 103.5, KFIS and KMNT swap frequencies, KNRQ to 103.9, and KVAS to 97.5. The only issue now is where to put KYTE, should they go to 103.1 or 102.9? Either way, KRSB would have to move to 103.3, but I'm not sure if there would be spacing issues with KYTE. If KYTE would have to go to 102.9, that would limit a 102.7 in Portland to a C3. Maybe, though, they could get a C2 approved from somewhere like Davis Peak, station licensed to Woodland. Maybe that could serve Portland as a rimshot.
