high powered slots not filled yet

What market could have another station running with a decent power level? This means B1 or B for zones where only B stations are allowed and anything above a C2 for everywhere else. I can think of 2,
95.3 in Spokane. You'd have to move KPND, but it looks like there are a number of frequencies they can move to, 94.1, 98.5, 100.3, 100.5, 100.7, 103.5, or 107.5, nothing around for miles on any of those frequencies. I think the only concern I would have is for 103.5 being shortspaced to KWHT.
Next, Portland OR, 102.7 fm. This one would require a lot more shuffling, but I think this could work. KKCW to 103.5, KFIS and KMNT swap frequencies, KNRQ to 103.9, and KVAS to 97.5. The only issue now is where to put KYTE, should they go to 103.1 or 102.9? Either way, KRSB would have to move to 103.3, but I'm not sure if there would be spacing issues with KYTE. If KYTE would have to go to 102.9, that would limit a 102.7 in Portland to a C3. Maybe, though, they could get a C2 approved from somewhere like Davis Peak, station licensed to Woodland. Maybe that could serve Portland as a rimshot.

Many markets out west could fit at least one more signal.

Also, Traverse City, MI could get three more 100kW signals, but it would involve moving a bunch of stations (and deleting a license):
WMXG 106.3C2 Stephenson, MI deleted because of one year of silence
WHTO 106.7C3 Iron Mountain, MI moves to 106.5C1 Bark River, MI with TL at WYKX tower
WLST 95.1C1 Marinette, WI moves to 95.1C1 Stephenson, MI with no TL change
WGLM 106.3A Lakeview, MI moves to 93.5A Lakeview, MI with TL located in a very small area near 12 Mile Rd and 150th Ave southeast of Big Rapids (TL could be slightly closer to Lakeview with contour protection toward WBCT and WKQZ)
NEW 102.7A Evart, MI with TL 9 miles north of Evart
WMOM 102.7A Pentwater, MI moves to 96.3A Pentwater, MI with no TL change
VACANT 96.3A Ludington, MI moves to 106.3C0 Wellston, MI with TL at WTCM tower
WOEZ 106.3C2 Onaway, MI moves to 97.1C2 Atlanta, MI with TL at WFDX tower
WFDX 92.5C1 Atlanta, MI moves to 92.5C1 Onaway, MI with no TL change
WKLA 106.3A Ludington, MI moves to 97.7A Ludington, MI with no TL change
WMLQ 97.7A Manistee, MI moves to 104.3A Manistee, MI with no TL change
WKJZ 94.9C2 Hillman, MI moves to 94.9C2 Alpena, MI with TL just north of Alpena
VACANT 105.7A Alpena, MI moves to 105.7A Hubbard Lake, MI with TL at WATZ tower
WHSB 107.7C1 Alpena, MI moves to 107.7C1 Hillman, MI with no TL change
WKZC 94.9C3 Scottville, MI moves to 94.9C1 Scottville, MI with TL in western Lake County along Hamilton Rd just south of Big Bass Lake; directional with a SE null to protect WMMQ (WKZC could also go C2 on 94.9 from their current site)
WMTE 101.5A Manistee, MI moves to 101.5C3 Manistee, MI with no TL change
WMKC 102.9C0 Indian River, MI moves to 103.1C1 Bellaire, MI with TL at WKHQ tower
WQLZ 103.3C3 Tawas City, MI moves to 107.3C3 Tawas City, MI with no TL change
WGFM 105.1C1 Cheboygan, MI moves to 105.1C1 Indian River, MI with no TL change

But you can't delete that Stephenson allocation. WMXG goes away if it remains off for more than a year, but the 106.3C2 assignment lives.

107.5 (Class B) in Terre Haute, IN
Also, I think WZDR 99.7 in Sturgeon Bay, WI (currently a C2) could upgrade to C1 or even C0 with a couple of other stations being moved.
Many Class A's in the interior west outside of major metro areas could likely be upgraded significantly

I think Rapid City could get 3 more class C fm stations, possibly more. New sticks could be at 94.7, 95.5, 96.3, and 103.5. KDDX could either move to 101.5 at the current site or move into Rapid City. I'm not sure if KSQY would have to move or not. To get the 103.5 in, KIQK would also have to move to 104.3. They could also get a 105.9, with KZLK either filling that or moving to 106.7, although that might conflict with 107.1, not sure if there's enough space for a 107.5, I think there's a 107.9 in there as well that would have to be moved.
