OK, I'll go first. I haven't been in S.A. for years but it's gotta be:
KEDA-AM. Quincequarenta. Guero Polkas (Ricky Davila) is great. The man's use of language always gets to me. I don't speak spanish, but I understand what he says. Goombah and I walked in one day, and he took the time to visit with us, even though he didn't know either of us from Adam, and neither of us are anywhere near hispanic. Every time I called to request some Flaco Jimenez or Los Aguilares, or Esteban Jordan, they played it.
Long live the Davilas, and KEDA.

KBNA in El Paso is the best I've ever heard.
(sorry, i know it's not local, but it's a great radio station)
 
I gotta say Norteno 720. Although Alberto Alegre's "Hermano Albet" character gets a little stale sometimes. Not that I'm a huge fan of spanish, but it's a cool format that is definately not mainstream like estereo latino or la ley. Wouldn't be a complete post if I didn't say what i thought was the worst.....La ley by far....MF el chulo Y la bola...the guy tries too hard to be a spanish howard stern...

runners up:

KXTN-always loved tejano even though it is just about dead
Digital - too many female artists but, love the Mana, ocasional Aleks Syntec, etc.
Estereo Latino - if mex reg were my p1 choice this is the station I would listen to.
