"Hole" in Country market

With Northern New Jersey/Westchester, New York having no country outlet, and basically being surrounded by country signals that do not reach the area, would it be possible or make sense for one of the area stations to enter into an "LMA" or simulcast agreement with a station in Westchester County? Wouldn't this help to fill the country "hole" in a market that fares quite well with the format?? The last Westchester country station did very well $$ wise in the suburbs. Just a thought.
