Honest HD Radio Programming Questions

This is a question more directed at PD and station owners. Why are the HD sub-stations playlist so limited? One would think since it is in direction competition with satellite radio and other digital music media. I'm thought about getting the service, but as a consumer I'm worried about the content. I know it's free and commercial free at the moment, but hell I'll take commercials if that means more content than what's out there now. Also, why no personalities? I know the cost for live personalities, but why not Voice track at least. I think there is something about having an on air announcer that gives the station "personality". I think it has potential, but I believe they are going about it the wrong way.
 
Depends what market you're in, as major markets stations might have 'in house' programming versus 'syndicated'. As for having announcers, I'd like that as most of your favorite satellite hosts VT some of their hours but still sound great.
