Hope FM in Atlantic County

Hello all! I noticed something interesting while scanning in South Jersey. I noticed that Hope FM (WVBV) has two signals in Atlantic County. One is on 97.7, broadcasting from a stick in Northfield. The other one is on 90.5, which primarily covers Brigantine and Atlantic City. My question is, why are they on two signals? I mean, I could see the benefit from this, especially if one signal airs different programming than the other, but still... why?
 
It's likely translators. If you look at their signal pattern, the main station throws the signal towards Philly. It's not uncommon for stations to be on more than one translator. It keeps other potential competitors off them. It's perfectly legal.
