Who says that they’re competing? Maybe billing is decent and they’re content doing their own thing. It’s possible to have poor ratings and still bill decently. If billing is acceptable to Cumulus, it’s not likely that they’re going to flip the station.
Cumulus could also be packaging KLIF with KSCS for sales purposes as both stations are current-driven.
 
They've definitely tweaked their format -- they're playing their biggest songs less often, have added more older music, and now seem to be reaching back over 30 years (a recent sample hour includes "Gonna Make You Sweat", which was a hit for C&C Music Factory back in 1990. Are there any other major market top 40 stations that reach that far back?
Hot 93.3 has been doing a Friday throwback program in the 5 p.m. hour, where they basically will play anything their listeners call in to request.

I’ve heard them play Katrina and the Waves - Walking on Sunshine, Duice - Dazzy Duks and Wreckz-N-Effect - Rump Shaker to name a few…

Exactly! There are reasons why Cumulus is keeping the format. The ratings have been the same for a while now and I think they would’ve already flipped it, if it wasn’t beneficial in some way.

It was played on Friday morning 10/21/2022 at 7:01 AM ET (Hour 2 of "Elvis Duran & The Moring Show"),
part of a special segment called "The Song We Need To Pay Right Now" where listeners were asked to text in to the show with suggestions.

The Tina Turner song was likely related to Mattel's release of a Barbie Doll in Tina's image in commemoration of the 40th Anniversary of the song's video. (I know, I know: the song was released in May 1984 - what can you say? Planning stages, perhaps...)

Outside of the Elvis Duran Show, looks like the furthest Z100 goes back is the late 1990s (Backstreet Boys, Britney Spears).
Most of their "gold" is from circa 2002-2017, sprinkled in once every hour or two.
