Hot and Mega

Maybe. The difference here is these are stations aimed at minorities. Back when Inner City owned WBLS, the place was an institution. When Inner City was sold, preserving the heritage was a big deal and Al Sharpton got involved. Then they brought in Magic Johnson, and it was OK. I think if they sell WBLS to Urban One, that'll be fine. SBS buying Hot will be "meh."
Would WBLS be less valuable as they are lower power (4200 watts) vs WQHT (a full power 6000 watts). Is there any reason WBLS has lower power. I don’t think either 107.1 or WEBE 107.9 are short spaced to WBLS.

Do you mean 97.1? 107.1 is The Peak in NY state, WLIR on LI, a simulcast of Cat County 96.1 in Western NJ, and The Boss at the Jersey Shore. I do miss the quadrocast.

You’re confused.

In any case, the difference in the 97.1 and 107.5 facilities are not material in the real world. Maybe a bit in the fringe areas, but not where it really matters.

The short-spacing is to WBYN 107.5 in Pennsylvania. There have been several possible solutions floated for how to resolve that long-running issue but they'd require a few changes to existing short-spacing rules.

Or they will keep the same format but just with different owners. Maybe they will just tweak Hot 97 to try to boost ratings or tweak Hot 97 to Rhythmic CHR with some Reggaeton mixed in.

Both stations have no need to change, as they are top billers in the market. Hot 97 is one of about 4 stations nearly tied for 7th in billing and has no reason to modify the format at all.
