That stipulation will really make the NAB and the two major companies (Infinity and Clear channel) very angry if it gets to be implemented.

Good! Let them be angry. And while we're at it, let the three people in Idaho accused of "trafficking" FM translator licenses have their day in D.C. Circuit Court, for unjustly enriching themselves from re-selling these licenses as they formed "dummy" corporations circumventing the law and FCC rules. Click below:
