No, they opened a window for full-power, non-commercial FMs. You would have to apply for at least a Class A station of 100 watts or more, IIRC.
And you'd have to do it sometime Monday before 2 PM EDT.
I am beginning to think they're waiting to open the LP-10 window after everyone has completely lost interest.
(Although, if we can fix (eliminate) 3rd adjacent protections before opening LP-10, I'd be a lot happier. Would make it easier.)
