How do the local NFL preseason TV rights work?

Probably Green Bay. They are in St Louis this pre-season
That's not very far. They're also in Omaha, which is farther away. Omaha, like several other markets, will feature quite a few games this weekend on various channels.

Albuquerque is showing the Cowboys and Rams. Rams are also on in Reno.
 
The various regular season rights holders get a preseason game as part of the overall deal. Note that NBC, Fox, CBS, ESPN and Prime Video all got one preseason game.
They used to get two each, but now that the preseason is three weeks instead of four, it's down to one game each. If the season becomes 18 regular season and 2 preseason games, I'm willing to bet that the networks will still get one game each. But that hasn't been decided yet.

Having only two games will make it more awkward for assembling the various preseason networks, and some of those would get only one game if all the national networks have one contest.

Doesn't matter. The NFL wants as many games that count as possible. If the NFLPA agrees, there will be 18 regular season games. In a few years, there may be 20, with no preseason games, with a possibility of an increase in roster spots (currently 53).

Games that count matter, and that's all that matters. College football has never had preseason games, and they are no worse for the wear.

I wasn’t arguing against reducing the number of preseason games, but pointing out that a number of teams preseason networks might only get one game. You start to think “why bother setting this up”. Maybe turn preseason games over to the national networks or streaming services.

Apples and oranges, though. College football rosters are twice the size of those in the NFL. The roster cutdown process for the pro game is much more intense than that in college, thus the apparent need for exhibition game action to evaluate talent.

MLB spring training is a week too long, especially since starting pitchers are preparing for lighter workloads during the regular season than they used to, due to the emphasis on pitch count and not going through the lineup more than twice. And all players are working out more diligently during the off-season, unlike the old days. I wouldn't be surprised to see a week of exhibition games trimmed from the schedule in the next basic agreement, which will be hammered out (hopefully) during or after the 2026 season.

I highly doubt anyone playing in the final preseason games are going to be considered for any fantasy roster, aside from perhaps kickers (it's been a great off-season for that position). It's mostly backups, rookies, undrafted players and obscure free agents. Many of them will probably be Uber drivers in the coming weeks.

Preseason games are mostly for the hardcore fanatics and people who simply miss NFL football. But the games aren't necessarily any good.

True, that. I watched the Patriots' dreadful final game and knew exactly what I was watching. I don't play fantasy football, or even gamble on the NFL, but as you say, I'm one of those people who get to missing football this time of year, even though baseball is my No. 1 sport. And that performance by their third-stringers against the Giants' scrubs didn't dim my expectations of big improvement for that Pats this year. I watched some YouTube highlights and the comments were full of Giants fans expecting to win the Super Bowl next February. Silly.

The Patriots are my pick for most improved team this year. Which should be easy, considering their record last year. I think the Jets will be greatly improved as well.

I’m in Houston, and I watch the Texans preseason games as I find it interesting to see all the new players as well as those on the roster that normally don’t get a lot of attention or much playing time. Also curious to how the various backup QBs perform. However I normally record those games and watch them later in the day where I can compress the broadcast to two hours or less.

I will check in on many of the various preseason games the NFL Network broadcasts, though it is rare I watch a complete contest. I do enjoy seeing all the various local/regional broadcasts to compare and contrast graphic styles, camera work and other production aspects.

It is probably inevitable that the NFL regular season is expanded to 18 games, while the preseason is cut to two games. You will likely see more teams setting up joint practices with another team. Team A’s offense scrimmages against Team B’s defense on one field, while team B’s offense goes up against Team A’s defense on a second field.

Perhaps the networks with the regular season broadcast rights should take over all the preseason games as well if it is cut to two games. If things were done the same way as they are now for a two game preseason some teams would have only a single preseason game on their own network, as the other would be on one of the national broadcasts.
