How does this happen and what is it called?

It's a DC offset bias, that the audio software is attempting to correct as it "runs".

Try doing a DC offset bias correction (and save) before any other work on the file.
If it continues, there would seem to be a leaky capacitor somewhere in the overall hardware path, which is changing the level slowly.

Editing such a file is troublesome, as it's hard to avoid making a cut that doesn't cross zero without making a click or pop.

Is this a "one time" or a new problem that's happening repeatedly?
 
It was something that happened after I switched sound cards. I'm looking for Offset setting you mentioned. Thanks for your help Mr. Wells.
 
In the audio software I'm using it's called "DC offset correction". I would not suspect there to be any way to change a setting in software specifically for the audio card.

I see this sometimes in files when I dub music from vinyl, but it's generally at a fixed postion, not up-n-down as I see in your
waveform.

Do you still have the receipt for the sound card? I love returning products for reasons the salespeople can't begin to
understand. ".....Nobody else seems to have a problem." Maybe try to get it exchanged, but first try different inputs to the card....I mean, different sources, and see if it happens regardless of source.
 
In Adobe Audition, go to OPTIONS then DEVICE PROPERTIES then WAVE IN and select ADJUST TO ZERO DC WHILE RECORDING

That oughta work..
