How long to build a Class A facility?

I've searched the Auction 37 winners, as of 8/26/05 only four of the winners have built their stations. Considering this fact, I pose the question: How long--on average--does it take to build a Class A facility?

You may be observing a business decision, a finance decision more than an engineering question of 'time to construct'.

Some people apply for the CP as a speculative investment and then sit around waiting for some one to make an offer to purchase the CP.

Some people apply for the CP and really want to build it but have to hunt, search, beg and plead to find an investor they can work with.

And some apply for a CP with no intention of building the facility as applied for and will spend some time looking for ways to upgrade, move, etc to a better facility that in the end is worth more money.
 
If you have tower to go on already lined-up, a few months. If you need to go through zoning hearings or difficult locations and such for a new stick, then all 36 months the FCC gives CP's for new stations.
