Have you had trouble broadcasting your Radio station using your ISP? Have you had it constantly cut out or at certain times of day it suddenly stops broadcasting correctly and in SAM Broadcaster you'll see a red message saying "Cannot send data fast enough" and your only streaming at 128K with one encoder and you have a dedicated Shoutcast or Icecast server? Well if you suffer any of this you need to read on because you may suffer from a deceptive practice that Time Warner Cable and Comcast (who's been in trouble with the FCC for this very practice). In this message I'll explain how to stop bandwidth throttling dead in its tracks AND IT WORKS!!!
I've suffered for more than a yr with poor upload speeds or speeds that suddenly drop to less than 0.10 (less than 128K). I pay for 50 Megs down and 10 megs up which I'd get for a few seconds and after that it would drop like a rock. I even had Time Warner cable try and tell me thjat a TV I never had hooked up and I was in the process of hooking up was sending voltage to the cable line. lol funny this TV in question was never connected to the cable. I done an extensive google search typing "time Warner" + "throttling" and the results were staggering. It seams as though other folks were suffering with the same issue UNTIL NOW I'm about to blow the whistle and tell you how to defeat their deceptive practices of throttling thus making your Radio station inoperable.
1. Use a VPN but one with 128 bit encryption on both the upload and Download speeds. Time Warner uses bandwidth shaping software inside their nodes. why? to stop Bit Torrents. It looks for Mp3 data and lowers your speed as soon as it sees it. What does your station use? Why Mp3 of course and thus it is treated like any Bit Torrent and throttled down to nothing. We want to confuse Time Warner's software into thinkiing your uploading to PayPal. So do this:
Install Hot Spot Shield. The FREE version will display ads at the top of each site you visit but there is an elite version you can buy. However the ads are no big deal to me since I use this computer mostly to Broadcast. Now before you run Hot Spot shield go to PayPal and check your account. Now hurry up and RUN Hot Spot Shield. When it says connected check to see that your IP is scrambled. Head to http://ip-address.org or http://en.utrace.de and verify your IP is coming from some place other than your own. Now check your Internet speed. You can do this on Speakeasy Note some java programs won't work when running the FREE version of Hot Spot shield. Speedtest.net won't work right but speakeasy will. Notice how your Upload speed increased? You've just defeated bandwidth throttling. Now fire up your broadcasting software and start broadcasting without any interference from Time Warner Cable ever ever again. NOTE: Keep Hot Spot Shield up to date because Time Warner works very hard to defeat Hot Spot Shield but Hot Spot Shield is RIGHT ON IT and as soon as their bandwidth shaping software is updated so too is Hot Spot Shield. Check their site daily for the latest updates to defeat Time Warner.
If you don't want to go through this simply ditch Time Warner and go for Century Link or a DSL provider. Ask "Do You Throttle Your Bandwidth?" If they can't answer you ask to speak to a technician. Be loud about this and say it with conviction.
You can also Turn in your ISP if you find this to be the case by writing the FCC a formal letter at the folling address:

They will investigate your ISP for this deceptive practice that has started about a yr ago. Don't be afraid to tell your ISP you've turned them in to the FCC and watch your Internet speed skyrocket as soon as they know you mean business. You can even send them a copy of the letter and demand they stop throttling your Internet connection AT ONCE!!
ISP's don't want a court order and they certainly will lie about throttling but when I confronted the tech and showed him his face turned Red. Can you say CAUGHT RED HANDED?
