How to shut down a pirate station (or at least, reduce their power)

Readers of Tom Taylor's radio-info column may have seen a link to an article in WIRED telling how you
can start your own pirate radio station. Today Taylor says he has heard from an industry insider who
is disgusted with this. "They will need to hire a lot of new engineers in the Enforcement Bureau to shut down all the new pirates this article is sure to encourage. You would think Conde Nast would be more responsible. It’s like giving a terrorist step-by-step instructions on how to make an IED, detonate it, and get away with it."

If pirates are so great why not have one set up at 105.9 right next to Touch and start playing
something else (doesn't matter). Wait! Wait! You can't DO that!, the Touch fans will say.

Ah! A bit of your own medicine, eh? That's just the point. TOUCH can't DO that either! Illegal!

I have an accordion version of Anarchy in the UK on vinyl you can borrow! Seriously.

Could WROR temporarily put an IBOC spur on 106.1 in order to interfere with Touch until it's shut down?
Fire up a backup transmitter, set it to 106.1, and broadcast static on it.

Actually I disagree. Boston's own "Street Dogs" are quite quite good as well as older "Dropkick Murphy's".
