I looked at that application a while back and while I know that coordination with Mexico can be extremely difficult, it sure seems like they could have done better. They had to do a "contour protection" thing with it but I've got to wonder if they'd have been better off by staying at their current power but going even more directional (east-west, more or less) with a transmitter site a little closer to Harlingen.
They have two Mexican obstacles keeping them from moving the 102.1 tower further south into the Valley's populated areas. There's a fat class C in Monterrey on the same channel. But more immediately, there's a 50kw in Reynosa on 102.5 That's only about 50 miles away.
It seems that BMP-RGV has been more active in the past couple of months. Rumor has it that they have "new" projects in store.
All I have seen is an RDS generating " KBUC Real Country"; Big deal for BMP!
