Generally the FCC overlooks the IDs. They also were somewhat
forgiving about signals, power, etc. for a short time after
the hurricane unless some other station complains. Eventually,
they do a pretty market check to see who is in compliance or
not. Try loosing a tower, then you got red tape from everywhere.
