Hurricane Relief Lottery?

WRAY in Princeton is promoting a Hurricane relief fundraiser, but it sure sounds like a lottery. They are giving away tickets to a Dolly Parton concert. Listeners are only entered when they send a contribution to the relief efforts. There's no mention of a contribution not being required to enter or any other disclaimer.

My question is....is there any waiver of the lottery rules when the money is going to a cause such as this? I don't believe there is, but maybe someone else can enlighten me.

Do you get a pair of tix when you contribute? Or just get registered to win?
The first...okay. The second?

Prize + chance + consideration = ILLEGAL. Even with the best of intentions.

Country music icon Dolly Parton is coming to Evansville for a rare concert, Tuesday, November 1st.
Dolly is donating several pairs of tickets to her concert to benefit hurricane relief.
Dolly has asked Country 98.1, to conduct drawings for the free tickets she is supplying.
She is asking her fans to donate to Red Cross Hurricane Relief by sending their checks to
WRAY, P.O. BOX 8, Princeton, Indiana 47670.
Drawings from checks donated will be on Roots of Country, on WRAY, the next three Saturday mornings. Tickets are now on sale for the Dolly Parton concert at Ticketmaster outlets.
Concert will be at Robert's Stadium.

Sounds like a person with good intentions didn't think about the lottery aspect.
