Hypothetical small to big market questions

With my years of violent virility I have the audacity to as questions:
Let's say I have a friend that was a victim of an "all local talent to all syndication" format flip. My friend has a few years experience and (in the usual small market fashion) that experience ranged from on-air to marketing to spot creation to board operation to web content / social media management to promotions. You get the picture. Not to mention he is a straight up guy with a young family. My question is where should he start to get into the Houston-Galveston market? My second question is if there really is any point in him attempting to do so.
