I don't think there's anything wrong with playing "Not Meant To Be" on a Lite Rock station. It's very middle of the road, just like Journey and REO Speedwagon were in the 80s. If part of the AC audience, namely females, seems to enjoy these type of songs than it should be added and played.
The library constantly needs to be updated - can't just draw the line after 1991. The music defined as Adult Contemporary changes every decade and with every generation. Just as Disco suddenly became okay to play in the 90s, or the way Hot AC stations suddenly jumped on the Modern AC bandwagon.
Audience tastes can change overtime. 106.7 FM in New York even plays songs like "Hips Don't Lie" by Shakira. Probably in part b/c it was a big record at weddings, corporate parties, and other events where adults were exposed to it, and enjoyed it.
If KVIL can play Disco music from the Bee Gees and Country songs from Big & Rich or Martrina Mcbride, uptempo Pop/Rock like "All Star" by Smash Mouth then they can surely cherrypick certain Modern Rock ballads.
