I heard on a Local Albuquerque Station air a commercial from a local company which claims to have a product to help people beat the red light cameras. My question is it legal to advertise away to avoid getting tickets?

There are very few things which are illegal to advertise.

Whether it is legal to sell or use such a product, however, will depend on the local jurisdiction.
 
I heard the same broadcast on kkob. The director of the program that heads the red light camera program was on, and got a call on that subject. It was stated that the license plate cover did not work.
