I have a question

With what appears to be less than half the stations in the Memphis market subscribing to Nielsen, how can the rating be used by stations that DO subscribe, given that there are stations in the format that aren't measured?
 
Every station is measured regardless of if the station subscribes.Every significant advertising campaign you hear on Memphis radio was purchased likely through an advertising agency that used the ratings to determine the right radio stations for their client. The advertising agencies that handle these clients subscribe to the ratings to help them determine what is best for their client.

And subscribers see all stations that meet the minimum reporting standards, whether subscribed or not.

It's just the free public 6+ or 12+ numbers that exclude the non-subscribed stations.
