I want to stream local NOAA Weather Radio

For a total novice here: what is the easiest/best way for me to stream my local NOAA Weather Radio station on the web since they don't do it? Besides a superb receiver, sound card and computer, what do I need to get their broadcast available 24/7/365? Also, is there a way to do it where it doesn't eat up a ton of bandwidth as my ISP now has an 'excessive usage charge' they add, so any idea how much BW it would use-up having a mono audio MP3 or AAC feed of NWR?
