It was probably someone with Sirius or XM and an FM modulator in their car.

My XM reciever only modulates in the lower part of the band and from 106.5 to 107.9?

I have seen some modulators that can go anywhere in the FM band.

XM receivers have a limited number of frequencies to choose from and lower power output than the modulators on Sirius. With Sirius, you can pick any frequency on the FM band.

not entirely true, I have a roady XT that can go to any frequency, and I'm able to overpower many of the local stations at close range with it
