Not as wacky as it sounds.
Neaverth could staff the radio station with his family, including Junior and PJ (maybe even the grandkids by now.) He could buy time, but a smart owner would structure an equity deal with Neaverth. It's not like Phillips is rolling in money, so what do he and Dennis Westerberg have to lose by cutting Neaverth in for say, 30%? Run oldies from 55-65 Monday through Friday, run the ethnic programming on Saturday and Sunday and the station could make some money.
BTW way, last I heard, the station is still licensed to Niagara Falls. After sunset, it can't be heard south of Kenmore, so calling it a "West Seneca station" is a stretch.
