I saw an article in one of this month's radio mags, about the International Board for Broadcasting's Radio Monitoring Service.
Here's an old link from their site:
http://monitor.ibb.gov/IBB.pdf
Here's the home page, for their automated monitoring network:
http://monitor.ibb.gov/IBB.pdf
These are not meant for live "listening", but for hearing current and archived samples of what is available in different areas....a sort-of "Quality Assurance" syatem for Domestic and International Broadcasters. You can download band-occupation charts and listen to samples of received audio.
(I wish we had something like this for satellite!
