SLC stayed on until SyndEx went into effect, and I think at least 1 channel was still available with blackouts. I've got eBay-acquired tapes of SLC programming that was recorded in Pocatello.

KUED and KBYU likely stayed for quite a while as they weren't affected by SyndEx, being PBS members
 
Twin Falls was still carrying KSL and KUTV part-time in the early '90s, with E! Entertainment Television and HSC during times where duplication of network programs was happening.
Here in Ellensburg, I found a recording of a movie once from KSTW where The Wonder Years came on afterwards, and was interrupted by a switch to Headline News (more SyndEx duplication, as KIMA aired reruns).
